James H.
Smiley, Jr.
July 9, 1949 – April 13, 2026
James “Jim” Smiley, 76, of Phoenix, NY passed away on Monday, April 13, 2026. He was born in Syracuse on July 9, 1949, to the late James, Sr. and Harriet (Eno) Smiley. Jim dedicated over 40 years to Catholic Charities of Oswego County in Fulton, serving in many roles, including CYO Director and Building Supervisor. He was a mentor to generations of local youth and was active in the community as president of the Phoenix Little League Board, vice president of the Sports Boosters, and a supporter of marching band and color guard programs earning the affectionate title of “Dad” to so many. Jim was far more than a staff member to the children and families he served—he was a mentor, role model, and steady presence who helped shape generations.
Jim is survived by his devoted wife of 46 years, Ann (Shudt) Smiley; his children, Jennifer (Jeremy) Whiston and Robert Smiley; his siblings, Tim (Jean) Smiley and Tom Smiley; nieces, Kristi (Tim) Neiss and Sarah Smiley, and nephew, Karl (Courtney) Smiley and their daughter Maya. He is also survived by many sisters and brothers-in-law, along with numerous nieces, nephews, and great-nieces who were all dear to his heart.
In his younger years, Jim was an athlete, playing football, basketball, and baseball, and later enjoying softball and golf. His love of sports was passed down to his son, along with the values of dedication and teamwork. Jim coached basketball and baseball for his son and in later years, became lovingly known as “Coach” and “Papa Smiley” to countless softball players. Whether on the field, in the stands, or behind the scenes, he was always there—encouraging, supporting, and cheering others on.
Outside of sports, Jim was an avid hunter and cherished the opportunity to travel to Colorado for elk hunting trips. Around home, he was known as the “lawn mower of the Field of Dreams.” Jim took pride in never missing the opportunity to wave to a passing car. He made sure no one—family or guest—ever left without clean clothes, earning his reputation as the ever-dedicated “laundry man,” even on vacation.
Above all, Jim’s greatest joy and proudest accomplishment was his family. He and Ann were unwavering supporters not only of their children but of their nieces, nephews, and extended family. Together, they created a home with an open-door policy, always welcoming friends—especially their children’s friends—making everyone feel safe, part of the family, and of course, well-fed with plenty of good snacks. Jim instilled in his children the importance of hard work, love, and family—values that will carry on through generations.
